How Illinois tax sales work
Illinois is a tax lien state: at the sale, investors buy a lien (certificate) on the property rather than the property itself. The owner can pay off the lien with interest or penalty during the redemption period; if they don't, the certificate holder can eventually seek a deed.
How the auction is won: Lowest penalty. Maximum interest or penalty: 9% per 6 months, bid down (max 18%/yr). Redemption period: 3 years for certificates from July 10, 2026 (2.5 before); 1 year vacant/commercial.
Recent change (Public Act 104-0553, July 10, 2026): Judicial tax deed auctions, surplus equity fund funded by buyer fees; 3-year redemption for new certificates.
